If you keep an eye on the console, when the boolean value 'sv_cheats' is set to 1, all achievement progress is negated (stepping on grubs, breaking caches, etc). You need to complete these with cheats turned off. However, it IS accurate that you can turn off cheats right before attaining an achievement or making progress on it and still get it.
